KARACHI, Pakistan, July 21 — The Pakistani Government charged today that Indian artillery shelled Comilla, a town in ‘East Pakistan, yesterday and killed a number of persons. A brief Government announcement said shells had destroyed a number of shops, killing an unspecified number of persons and wounding “many others.” Comilla, southeast of Dacca, the provincial capital, is almost on the Indian border,
