NEW DELHI, Sept. 18—Official sources refuted today reports from Karachi that “secret” contact had been arranged between India and Pakistan in Teheran during the visit of President Yahya Khan three days ago. The sources denied that there had been any contact, “secret or open,” and discounted speculation on a possible meeting between Prime Minister Indira Gandhi and the Pakistani President to lessen the tension over the East Pakistani crisis.
