KARACHI, Pakistan, Nov. 25 —The Pakistan Press International news agency said today that the Indian navy has mined approaches to the port of Chalna in East Pakistan “as part of the Indian Government's plan to hamper the flow of foodgrains and essential goods to East Pakistan.” The agency quoted authoritative sources as having said that the reported mining operation was “in total disregard of all canons of international laws.”
