UNITED NATIONS, N. Y., Dec. 5—Following are operative portions of resolutions on the Indian‐Pakistani dispute that were introduced in the Security Council. The resolutions are those of the United States; of the Soviet Union; of eight countries jointly (Argentina, Belgium, Burundi, Italy, Japan, Nicaragua, Sierra Leone and Somalia); of five countries jointly (Belgium, Japan, Nicaragua, Sierra Leone and Italy), and of China. The United States, Soviet and eight‐nation resolutions were defeated, and the Chinese proposal was withdrawn be fore being put to a vote.
BY THE UNITED STATES
The Security Council:
Calls upon the Governments of India and Pakistan to take all steps required for an immediate cessation of hostilities;
Calls for an immediate withdrawal of armed personnel present on the territory of the other to their own sides of the India ‐ Pakistan borders;
Authorizes the Secretary General, at the request of the Government of India or Pakistan, to place observers along the India‐Pakistan border to report on the implementation of the cease‐fire and troop withdrawals, drawing as necessary on U.N.M. 0.G.I.P. personnel;
Calls upon the Governments of India and Pakistan and others concerned to exert their best efforts toward the creation of a climate conducive to the voluntary re turn of refugees to East Pakistan;
Calls upon all states to refrain from any action that would endanger the peace in the area;
Invites the Governments of India and Pakistan to respond affirmatively to the proposal of the Secretary General offering good offices to secure and maintain peace in the subcontinent;
Requests the Secretary General to report to the Security Council as soon as possible on the implementation of this resolution.
BY THE SOVIET UNION
The Security Council:
Calls for a political settlement in East Pakistan which would inevitably result, in a cessation of hostilities;
Calls upon the Government of Pakistan to take measures to cease all acts of violence by Pakistani forces in East Pakistan which have led to deterioration of the situation.
8‐NATION RESOLUTION
The Security Council:
Calls upon the Governments of India and Pakistan to take forthwith all measures for an immediate cease‐fire and withdrawal of their armed forces on the territory of the other to their own side of the India‐Pakistan borders;
Urges that efforts be intensified in order to bring about, speedily and in accordance with the principles of the Charter, conditions necessary for the voluntary return of the East Pakistan refugees to their homes;
Calls for the full cooperation of all states with the Secretary General for rendering assistance to and relieving the distress of those refugees;
Requests the Secretary General to keep the Council promptly and currently in formed on the implementation of this resolution;
Decides to follow closely the situation and to meet again as soon as necessary.
5‐NATION RESOLUTION
The Security Council:
Calls upon the Governments concerned [to accept] forthwith as a first step an immediate cease‐fire;
Requests the Secretary General to keep the Council promptly and currently in formed of the implementation of this resolution;
Decides to continue to dis cuss the further measures to be taken in order to restore peace in the area.
CHINESE RESOLUTION
The Security Council:
Calls upon the Government of India to withdraw its armed forces and armed personnel sent by it from Pakistan territory immediately and unconditionally and calls upon the Government of Pakistan to withdraw the armed forces which it has sent into Indian territory for counterattack;
Calls upon India and Pakistan to cease hostilities and to withdraw respectively from the international border between India and Pakistan and to disengage from each other so as to create conditions for a peaceful settlement of disputes between India and Pakistan;
Calls upon all states to support the Pakistan people in their just struggle to resist Indian aggression;
Requests the Secretary General to submit as early as possible a report to the Security Council on the implementation of this resolution.
