UNITED NATIONS, N. Y., Dec. 6—During the three days of meetings on the India‐Pakistan dispute the Security Council has been ad dressed by four nonmembers.
India and Pakistan were invited under Article 32 of the Charter, which says that any member of the United Nations that is not a member of the Council shall be invited to participate in the discussion, without vote, if it is a party to a dispute under consideration by the Council.
Article 31 of the Charter says that any United Nations member that is not a member of the Council may participate in the discussion, without vote, whenever the Council decides that its interests are especially affect ed. In practice, the Council has in the past agreed to hear nonmembers of the Council whenever their delegates requested to attend a meeting. The delegates of Tunisia and Saudi Arabia have addressed the Council in the current debate under this article.
