Denies Censorship
RAWALPINDI, Pakistan, Dec. 7—Pakistan today announced rules for foreign correspondents covering the war with India.
Newsmen are barred from areas of fighting except under escort and are forbidden to talk with military men other than designated officers.
A Government spokesman said censorship was not in effect. However, dispatches from correspondents here have been reaching the outside world only sporadically and with long delays.
Under the rules, newsmen will be taken to Pakistani military areas “when necessary and feasible” by officers. Correspondents are to “avoid contact with junior officers and other ranks with a view to obtaining information about the progress of operations.”
Newsmen are permitted to report what they personally see “provided information is not of direct use to the enemy,” and to report official communiqués.
Newsmen are not permitted to mention Pakistani casualties or specific damage to equipment, roads or communications. They are not to speculate on military moves, disclose unit identities and strengths or the location of senior officers.
