RAWALPINDI, Pakistan, Dec. 22 —The Foreign Office tonight sharply criticized the United Nations Security Council resolution as “weak and inadequate.”

The Foreign Office said it would construe the resolution as meaning that India will “respond to the demands of the international community” and “vacate aggression in East Pakistan and in all other areas of the conflict.”

The statement concluded: “It is only vacation of aggression by India that will restore peace and stability In the subcontinent.”
