KARACHI, Pakistan, Jan. 30 —Three days of talks on Pakistan's future constitution be tween Sheik Mujibur Rahman and Zulfikar Ali Bhutto ended inconclusively today in Dacca, East Pakistan's capital.
The Assembly, elected last month, is to frame a new constitution. Of the 313 house seats the Sheik's Awami League has 167 members, all from East Pakistan, and Mr. Bhutto's Pakistan People's party has 88 seats, from West Pakistan.
The Sheik said after today's meeting that it was the “last round of the present series of meetings.” A spokesman for Mr. Bhutto said it had not been decided when the two men would meet again.
Spokesmen for both sides said they now had “a greater understanding” of each other's positions on the future constitution.
Differences between the Awami League and the People's party concern whether the central government, located in West Pakistan, should be strong or weak and whether there should be a unicameral or bicameral legislature.
