Background: After violence which claimed 500 casualties in Dacca, most of East Pakistan seems to have returned to an uneasy peace. Many people are using the opportunity to leave before any more trouble comes. Some of the minority who originate from West Pakistan have been queuing for days and paying black market prices for airline tickets back to Karachi in the West. Black flags are being flown everywhere on the order of Sheikh Mujibur Rahman, whose Awami League commands a big majority in East Pakistan. He says they are to mourn democracy and those who died in the recent clashes with the army. Even the High Court is closed. Its judges have refused to swear in the new Governor appointed from West Pakistan.
