(SEQ. 2): Ambassador Agha Shahi: "Mr. President, the distinguished Foreign Minister of India has for the last ten minutes been delving into the internal affairs of Pakistan. He has talked of the characteristics of our country. Everyone knows that the two parts of Pakistan are divided by one thousand miles of Indian territory. He has talked about the distribution of resources between different parts of Pakistan. Is it permissible to delve into these internal affairs of State and look into the disparities that exist in every single country, every single member state represented here? I want a ruling from you, Mr. President, whether the distinguished Foreign Minister of India is in order in going at length into the internal affairs of Pakistan."

Background: The Pakistan Ambassador to the United Nations, Mr. Agha shahi, interrupted the Indian Foreign Minister, Mr. Sardar Swaran Singh, in the debate,on the Pakistan situation at the United Nations on Monday (27 September).

In his speech, the Indian Foreign Minister spoke on the burden placed upon his country by the millions of East Pakistani refugees who have flooded into India since the civil war began last March. He spoke of the need to return these people to their homes, and referred to the actions of the Pakistan Government which are preventing normal life in East Pakistan,
The Pakistan Ambassador rose and called for a point of order, denouncing India for interference in Pakistan's internal affairs. He asked for a ruling from the president as to whether the foreign Minister was in order in going into the affairs at length.
