Background: The powerful East Pakistan leader, Sheikh Mujibur Rahman, met President Yahya Khan for two and a half hours in Dacca on Tuesday ( March 16 ) in an attempt to solve the country's political crisis. Afterwards Sheikh Mujibur said that reaching agreement was " not a matter of one or two minutes". The two leaders met again on Wednesday and later the President announced that he had agreed to order an inquiry into charge by Sheikh Mujibur of unprovoked killing of civilians in Dacca in the first week of March when the crisis over the transfer from martial law to civil rule came to a head. The concession boosted hopes that a solution of the crisis might be in sight, though President Yahya will find it harder to meet Sheikh Mujibur's other demands.
