Rawalpindi, November 30. The Pakistani Government today closed northern areas bordering China to foreign visitors. A spokesman said this had been done in view of the emergency. The areas affected lie west of the cease-fire line in Kashmir, and of the Sinkiang border. President Yahya Khan had talks with two political leaders, Mr. Bhutto, chairman of the People’s Party, and Mr. Amin, the East Pakistani leader. Mr. Bhutto later said that political and military situation had been discussed. The crisis could be overcome if his party were given “effective control and authority.” In West Pakistan his party was the only genuine representative of the people. “I can put my shoulder to the wheel if we are given proper authority.”
Mr. Amin said: “Everyone should do whatever he can against Indian aggression.” He added: “we have to take certain positive steps. The situation has reached its limit.” Mr. Amin said the President has told him the maximum autonomy possible was provided for East Bengal in the proposed new Constitution “within the framework of one Pakistan.”
