KARACHI, Pakistan, March 10 — Zulfikar All Bhutto, leader of West Pakistan's dominant People's party, offered today to meet immediately with Sheik Mujibur Rahman, leader of the Awami League of East Pakistan, to “devise a common solution to end the crisis” between the two parts of the country.
In a cable to Sheik Mujibur, Mr. Bhutto said that the two parts of the country must reach an understanding if Pakistan was to avert disaster.
The crisis began when President Agha Mohammad Yahya Khan postponed a session of the new National Assembly scheduled, for March 3. The Assembly, which is to frame a new constitution, is now to meet March 25.
Mr. Bhutto's People's party opposes the position of the Awami League, which has a majority in the Assembly, that foreign trade, foreign aid and foreign exchange be. handled by the country's five provinces rather than by the federal government in the west.
