GENEVA, June 8 — R. K. Khadilakr, Indian Minister of Labor, Employment and Rehabilitation, told the International Labor Organization conference today that four million refugees from Pakistan had “taken shelter in our country.”

His estimate was challenged by Riazuddin Ahmed of Pakistan, who said that the total was nowhere near that number.”
